Mr. Kwok started Underground Utility Survey in 1995 for the first pilot contract of Housing Authority for Slope Leakage Investigation. In order to provide professional services to buried utility industry, Zico founded BUDA in 1998, and accepted a series of professional trainings from international companies, such as Telespec Ltd, KRE Engineering Service, WTI, UTI, Primayer Ltd, and 3M Hong Kong Ltd.

As one of the pioneers of Buried Utility Survey in Hong Kong, Zico is dedicated to enhance the service level of BUDA using hi-technique equipments, including Pipe and Cable Locators, Acoustic Listening Device (Mechanical and Electronic), Gas Leak Detector, Leak Noise Correlator and CCTV Inspection system. In the past eight years, Zico investigated more than 2,000,000sq.m areas of Hong Kong. Currently he is the President of the Hong Kong Institute of Utility Specialists (HKIUS) and the visiting lecturer of Hong Kong Polytechnic University.
